PRESS RELEASE MARCH 17, 2025

Regarding the statement issued today by the Ministry of Transport and Communications (MTC), Lima Airport Partners (LAP) informs the public as follows:


• From LAP, we express our surprise at the press conference announced by the MTC, where it presented its position on the start of operations. This conference was held without including the concessionaire Lima Airport Partners, violating the principle of good faith that governs our Concession Contract and the agreements signed with the Peruviian State.


• It is important to recall that on January 30, 2025, we signed an Agreement Act between the MTC and Lima Airport Partners, which established that operations at the New Passenger Terminal would begin no later than March 30, 2025. As stated in this act, there are two axes around which the start of operations should be evaluated:
1. Obtaining the necessary licenses and permits for operation.
2. Execution of the ORAT testing program.


• These axes, combined with the Checklist for opening supervised by OSITRAN, determine the progress percentage of the Expansion Project. In its last unscheduled inspection on March 14, 2025, the regulator verified that the level of progress is 99.5%.


• Regarding the comprehensive tests, the planning was shared from February 5, 2025, with all companies involved in the operation, as well as DGAC and OSITRAN. The planning did not receive objections and has been fully executed, although the level of participation from those involved was not optimal. The testing process should be a process where all actors participate with the same level of commitment. On the other hand, the familiarization process depends mainly on the availability of operators and airlines. The aircraft platform is available for interested parties to develop exercises or tests that allow them to familiarize themselves with the new spaces.


• Regarding the Fuel Plant, the Operating Permit to be issued by the General Directorate of Hydrocarbons (DGH) is the only legally required document. For this permit, a favorable opinion from Osinergmin is required, including the Risk Study, the Emergency Response Plan, and the hydrostatic test of the hydrant network. Of the 11 tests of the fire suppression system, 10 have been satisfactorily completed, with one ongoing.


• Regarding the leak detection system, the fuel plant already has a state-of-the-art detection system that complies with current regulations. It is incorrect what was mentioned by the MTC, as the new fuel plant meets the expected safety standards and is sufficient from a regulatory standpoint.


• We urge the MTC, as the Grantor, to respect the Concession Contract and the Agreement Act signed on January 30, 2025, invoking the principle of good faith and the principle of collaboration that should prevail in contractual relationships for the benefit of Peru.

De acuerdo a lo dispuesto en el segundo párrafo del inciso c) del párrafo 6.3 del artículo 6 del Decreto Legislativo N.° 1372 y en el párrafo 7.3 del artículo 7 del Decreto Supremo N.° 003-2019-EF, se comunica que LIMA AIRPORT PARTNERS S.R.L. ha realizado los mecanismos razonables para obtener la información del beneficiario final, considerando los criterios de propiedad y control previstos en los literales a) y b) del párrafo 4.1 del artículo 4 del Decreto Legislativo 1372 y en los párrafos 5.1 al 5.4 de su Reglamento y documentado estos, respectivamente. Sin embargo, no ha sido posible identificar al beneficiario final bajo los criterios señalados en el párrafo precedente por lo que hemos considerado como beneficiario final a las personas naturales que ocupan los puestos administrativos superiores.
